内容記述 Urban-Rural Interchanges have been showing results as an effective rural area promotion measure. Urban-Rural Interchanges the government initiated have emphasized the 'healing' needs of urban residents. Previous research has indicated that this emphasis has lead to insufficient consideration of the rural areas hosting the interchanges. The discussion thus far reflects a need to consider the possibility of developing Urban-Rural Interchanges from the viewpoints of both the urban and the rural residents brought together through the programs. Using NICHINAN City's SAKATANI district's Rice Terrace Ownership System as an example we clarify the meaning of the interchanges for residents in rural areas hosting exchanges. The Rice Terrace Ownership System in SAKATANI district was started in 2002 with the goal of preserving the terraced rice fields. Before the ownership system was implemented two groups in this same district undertook multi-layered activities with the goal of regional revitalization. Considering these points, we undertook interview research among the farming village residents and rice terrace owners. Looking into patterns of exchange, our survey results revealed the following two types. (1) Exchanges taking place during special occasions; providing a force for the integration of the entire local community. (2) Exchanges taking place in typical situations; the individual local residents lending the rice fields to the urban 'owner' are strengthening their relationships with the urban resident. As mentioned earlier above interchanges initiated and organized by local residents are starting to develop as a means of bringing the community together. The 'Ownership system' shows promise as a local society dynamic aiming for rural revitalization.
