We investigated that problem by many official reports and books, and furthermore researched it by means of an interview with teachers of three primary schools. The number of non-attending school pupils has decreased from the year 2001, but the rate of nonattendance at school has not changed greatly during the past few years and the number of non-attending pupils in 2004 is twice as many as that in 1991. The number of those pupils has remained a high level. The cause of nonattendance at school is related to family life and school life. The problem is mainly caused by parent-child relationships for primary school children and peer relationships for junior high school pupils.For the last four years, Miyazaki has been one of the five prefectures with the lowest rates of nonattendance at school. Miyazaki is also one of the five prefectures with the lowest ratios of bullying and violent behavior in public schools (primary schools, junior high schools and high schools). Miyazaki is the only prefecture which has such low ratios for both nonattendance and bullying and violent behavior. There are three reasons why there is a low rate of nonattendance at school in Miyazaki. One of the reasons is that there are few incentives for pupils to play in any other place rather than go to school. Another reason is the personality of the people of Miyazaki prefecture who are easy-going, calm, genial and lack a competitive spirit. The third reason is that teachers in schools have faced the problem positively and continuously with families and related agencies.
